London," Nov. 20. i The Tientsin correspondent of the Morning Post says that, failing to secure another Premier, the President has reinstated Tuanehijui. It is Relieved that this is upon the advice of the Japanese Minister and because the President's own share in the intrigues against the Cabinet has been revealed. It is alleged that the President admits that he instigated the Michina Governors to advocate the compromise vvith the southerners. Tuanchijui suspected this and secured the resignation of the whole Cabinet in order to force the President's hands.
