PREMIER'S POSITION STRENGTHENED. London, Nov 20. Newspapers unanimously insist on the brilliance of the success- of Mr. Lloyd George's reply to Mr. Asquith's criticisms and even the explanation of certain debatable passages in the Paris speech is accepted as necessary to arouse public opinion among the Allies. The crisis has undoubtedly strengthened the position of Mr Lloyd George in the War Cabinet. SHIPPING CONTROL SCHEME. London, Nov. 20. The Ministry of Shipping has addressed a letter to all owners in order to regularise the position. The letter reall liners affected by the scheme and asks for an assurance that owners will continue to manage the vessels so requisitioned. If the owners arc unable to do so alternative arrangements will be made. . ' AN APPEAL FROM FINLAND. London, Nov. 20. Lord Cecil stated that Finland had appealed to' Britain for assistance in view of the threatened famine. The Government would gladly do all it could, but the position was not easy. COLONEL HOUSE ON WAR COUNCIL London, Nov. 20. In the ITousc'of Commons .Mr. Bonar Law stated that the Government had been informed that President Wilson had selected Colonel House to participate not only in the inter-Allied conferenee, but in the supreme war council, with General Bliss as military adviser. The House of Commons unanimously aereed that soldiers and sailors were entitled to vote directly they attained the age of 19.
