A DETERMINATION TO WIN. STRIKES CALLED OFF. New York, Nov. 14. _ The Buffalo Federation has called off mill strikes affecting Government war works. A conference of Labovitos and Government officials will be. held shortly. The police raided the I.W.W. Convention at Omaha and-arrested 200. A war communique from Mr. Baker, Secretary for War, emphasises the need for closer' inter-relation on all fronts. The political situation in Russia has enabled Germany to detach importnnt German contingents, which have been sent to Italy. The Germans are continuing their propaganda on the Russian front and also attempting to breakdown the Italian moral. These events may have a marked effect on the general strategy which we must prepare to meet.

Mr. Key, British Munitions Director, in tho course of a speech here, said that the Italian losses offset the greater part that the Allies had accomplished on the west front during the last spring and summer, and will result in prolonging the war. "But," he added, "we will stick it till we win."
