CONSCRIPTION REFERENDUM. NEW SCHEME PROPOSED. Melbourne, Nov. 8. Mr. Hughes states that tho referendum wilt no t be taken on the lines of the last one but upon a. definite scheme which will be outlined on .Monday next. Parliament will not meet, as the referendum will be conducted under powers conferred by the War Precautions Act. The polling day will probably be De : cember 15. •DIRECT ACTION PREFERRED. Received Nov. 8, 10 p.m. Sydney, Nov. 8. The Federal Cabinet's decision to resubmit conscription to a referendum, instead of taking direct parliamentary action, came as an undoubted disappointment to tho majority of the electors, who consider it spells delay and possibly defeat. This disappointment is freely expressed through the press, and recent events have created a, widely voiced demand for decisive action and readiness to follow a strong lead. THE DATE FIXED. Received Nov. 8. 11.50 p.m Melbourne, Nov. 8. The referendum polling day has been fixed for December 22.
