CHANCELLOR'S RESIGNATION. Amsterdam, Oct. 29. The German newspapers report that Dr. Michaelis. German Chant'dlor, tendered his resignation as the Kaiser's representative. The report is unofficial, but is generally believed to be true. INCREASED TAXATION. Received Oct. 30, 7.50 p.m. Amsterdam, Oct, "29. The Upper House of the Reichsrafch read a third time the Additional War Tax Bill, which includes heavier taxation of securities, new wine and coal taxes, and increase of railway fares and in-come-tax. It is estimated the yield of the increases will be 800,000,000 kroner.
