A HUN PEACE PROPOSAL. ALSACE-LORRAINE TO BE GIVE.V - COMPENSATION AT RUSSIA'S EXPENSE. Received Oct. 24, 8.60 p.m. London, Oct. 23. The Manchester Guardian's Paris correspondent states, in connection with the Cabinet crisis, that M. Briand disclosed I that an important political personage had received a. peace proposal. While .staying in Switzerland in September, Prince von Bulow sent him a .message suggesting peace, and offering to restore Alsace-Lorraine to France and Triesto to Italy, but demanding compensation at Russia's expense. The announcement explains the AngloFrench assurances to Russia in September against such a peace. . . CABINET RESIGNATIONS. Paris, Oct. 23. Following a Cabinet Council, M. PainlcVo tendered the resignation of the Cabinet. M. Poincarc refused to accept it, pointing out that the Chamber on Friday voted confidence in the Government. Ministers thereupon placed their resignations in the hands of the President of the Council, who will examine the situation. THE CRISIS SETTLED. . Reuter Service.
