DISARMAMENT THE GOAL. CAPTAIN PERSEUS' SUGGESTIONS. Received Oct. 24, 8.30 p.m. Amsterdam, Oct. 23. Captain Perseus, writing in the Berliner Tageblatt, states that now disarmament is the real goal of the war, tlie placing of right before might on the old paths must be abandoned, and peace made to prevent the civilised nations from being again involved in war. He suggests the establishment of international arbitration and international police.
