MUTINY IN AUSTRIAN NAVY. SCENES OF TERROR AND BLOODSHED. Reuter 'Service. Received Oct. 17. 10 p.m. Rome, Oct. ,1-7. The Giornale d'ltalia states on reliable authority that several extremely serious mutinies, accompanied by scenes of terror and bloodshed, occurred on several ships in the Austrian navy, owing to food troubles and the inhuman treatment of the officers. There was a sanguinary encounter at Pola between the Austrian crews and the German U-boat flotilla, owing to the tyranny of tiie latter, and it was only subdued after tha intervention of naval patrols. A number of German sailors ,wero killed. Thereafter the U-boats were ordered to another base. Disaffection in the Austrian navy is increasing in a threatening manner. REGENCY FOR POLAND. KAISER AT CONSTANTINOPLE. Received Oct. 17, 6.40 p.m. Amsterdam, Oct. IG. The Central Powers have appointed the Archbishop and Mayor of Warsaw, and Herr Laudei, the proprietor of Vonostarowski, as a regency council for Poland. The Kaiser has arrived at Constantinople. He was welcomed by the Sultan and other notables. AN OFFICIAL REPORT. Received Oct. 17, (5.40 p.m. London, Oct. 18. A wireless German official report etate3: We are. in possession of the main portion of Oesel Island. The Russians are isolated -on the Sworbe peninsula, hut are still desperately resisting. Only portions of the enemy east of the coast escaped. In the direction of Moon Island we took 3400 prisoners and captured thirty guns and some aeroplanes. We occupied the islands of Runo and Abroa. The Bulgarians ceded some villages to the English iu the Struma plain. A later German report states: We took prisoner a further eleven 'hundred on the Sworbe peninsula.
