He would also give opportunity j for the. inmates to do work while they wore undergoing detention. IMPORTANT JUDGMENT. Wellington, Oct. 13. A judgment of much importance to I labor unions was delivered this morning in the ease in which the Waihi Miners' Union sought a ruling of the Supremo Court on the refusal'of the Registrar of Industrial Unions 'to register certain new rules providing for payment of benefits to members injured by accident or to relatives of members killed by accident. The Registrar refused to accept the rules, on the ground that they were ulira vires under the Industrial Conciliation and Arbitration Act. The judgment of Mr. .lustire Chapman was in favor of (he action of the Registrar, ruling that in the absence of "express provision in the Act the proposed rules must be considered beyond the scope of the statute.
