NEW CHANCELLOR WANTED. VON KUHLMANN SUGGESTED. 'Received Oct. 12, 10 p.m. Amsterdam, Oct. 12. German papers, commenting on the Reichstag peace debate, contend that the nation is unanimous that Hcrr liuhlmann (Foreign Secretary) is the only possible Chancellor. Tiio Cologne papers consider Dr. Michaelis should take the hint and retire. The papers add that everything* at the preseni moment depends upon the way foreign affairs are handled. Von Kuhlmann therein is a master. THE NAVAL REVOLT. FURTHER DETAILS. [AUTHORITIES PEAR TO INCREASE UNREST. Australian Cable Association. Received Oct. 12, 7.53 p.m. London, Oct. 11. The Daily Chronicle's Amsterdam correspondent says the details of Admiral von Capelle's revelations confirm the seriousness thereof. In several oases' of ships at sea the crews attempted- to dispose of the officers and make for a neutral port. The fleet's inactivity against Russia in the Baltic recently was criticised, but the unrest among the crews on the large ships rendered it inadvisable to embark upon any action requiring the use of battleships.
The insurrection involved at least six important ships, The authorities ilared not take the sternest, measures on a laTge scale, fearing to increase the unrest. The number of men condemned probably does not exceed six, but scores have been imprisoned, and many crews hove been changed and intermixed. It is believed the phrase: "With the object of handing over the ships, to the enemy," used in the Reichstag, literally [describes the fact. Travellers state that [submarine crews are only collected by high pay and privileges. THE SUPPLEMENTARY BUDGET.
A STORMY SITTING. SOCIALISTS ATTACK CHANCELLOR Received Oct. 12, 9.10 p.m. Amsterdam, Oct. 12. The Reichstag, after a stormy sitting, ,voted t'he supplementary budget, both the Socialist groups -voting against it. This means that Dr. Helfl'erich remains in office. The Socialists throughout hotly attacked Dr. Michaelis. Alsace-Lorraine. A lIUN SCHEME. Amsterdam, Oct. 11. It is rumored that a majority in the Reichstag favors this formation of Al-sace-Lorraine into a monarchial Federal State with a Parliamentary guarantee. 'Five of the Majority Socialists in the Reichstag have joined the Independent Socialists. REPRESSING SOCIALIST PROPAGANDA. Amsterdam, Oct. 11. In the course of the debate in the Reichstag, Dr. Michaelis admitted that Socialist statement that sentences aggregating 200 years' hard labor had been passed on sailors for Socialist propaganda in the navy. Ilerr Haase* (Socialist) warned the Chancellor that hundreds of thousands of men and women, including men at the front., were behind the Socialist Party and that the Chancellor's policy wa3 hound to fail. Herr Haase said the Government was at the end of its tether and was trying to unite other parties in its support by waving the Red Flag. | The Rheinisch Westaliech Zeitung urges the criminal prosecution of cialist deputies.
