PRISONERS IN CAMPS. PROPOSED VISITS BY NEUTRALS. j REPATRIATION SUGGESTIONS, Received Oct. 1, 5.5 p.m. Berne, Sept. 30. A conference of neutral Red Cross Societies at Geneva passed a resolution asking the belligerents to empower dele-> gates from neutral legations to visit .prisoners in the camps of the various belligerent countries to receive complaints. It urges belligerents not to resort to reprisals before the delegates inquire into motives, and asks the American Red Cross to send food to Allied prisoners in Germany and Austria. The conference also asks the belligerents to repatriate long captive soldiers, on condition that they are not sent to the front, and to repatriate all interned civilians without delay.
