It is reported that the United States has informed Russia that she must continue her war effort if she expects a continuance of assistance. Further reports indicate that the Radicals will be overwhelmed. It is also learned that Cliina is anxious actively to participate in the war, and desires transportation facilities for 200,000 trained soldiers.
JAPAN'S APPEAL FOR PAETNER- , SHIP. Xew York, Sept. 30. ■Baron Ishii. head of the Japanese Mission, in a speech proclaimed that the Monroe doctrine holds good in the Far East. Japan does not seek to assail the integrity and sovereignity of China, which eventually defends Chinese independence against any aggressor. Japan welcomes fair and honest competition everywhere, and does not seek territorial aggrandisement or spoliation. Baron Ishii appealed to the United States to be the partner and ally of Japan.
