REPRISALS AGAINST WAR PRISONERS. CONFERENCE OF RED CROSS SOCIETIES. Seuter Service. Received Sept. -20, 5.5 p.m. Berne, Sept. 10.
A conference of neutral F.cil Cross So'cieties demanded that belligerents renounce reprisals against prisoners of war, and, as an alternative, give a month'.- notice thereof to enable a neutral na r .ion to check the motives.. The conference appealed to belligerent? to repatriate unbounded prisoners who have been long in captivity, conditionally that they should not be used combatively; that inhabitants if occupied countries be allowed to correspond with their families, subject to censorship, and be allowed to depart if they wish; and that, except in the case of fnrei- majeure, only military eligibles he deported from the occupied countries.
