OPENING OF PARLIAMENT. THE .QUEENS SPEECH. Amsterdam, Sept. 19, The Queen's speech at the opening of the States-General says that there are prospects during the coming winter of warding off possible transgressions of neutrality, hut it.is becoming continually more difficult to supply the people with tfce necessaries of life, raw material and adequate tonnage for the export and import trades. We are lacking in collaboration among all classes and it is more than eTer essential to maintain ourselves amid the growing distress of nations.
GERMAN OFFER BEJECTED. Received Sept. 19, 950 p.m. Amsterdam, Sept. 18. Holland has definitely rejected a Germaii proposal to deliver coal against a loan.
