AUSTRO-GERMAN DECREE, A REGENCY COUNCIL. GOVERNOR-GENERAL'S POWERS.
Aus. and N.Z. Cable Assoc, and P.cutcr. Received Sept. 18, 8.45 p.m. London, Sept. 18. A wireless Berlin official message announces that Austria-Germany have decreed the creation of a Regency Council for Poland, the three members being appointed by the two Governments to exercise supreme power until taken over by a king or regent to carry on, with the permission of the two Powers, legislat'cn in co-operation with the State Council of the kingdom. Its decisions must he countersigned by the Premier. The decree authorises the GovernorGeneral to issue binding orders for the maintenance of important war interests, and international representation in Poland, but the right to enter into international agreements is reserved to the occupying Powers.
The Kaiser has informed the GovernorGeneral of Warsaw that supreme power is now ehipfly vested in tho National Polish Government. The nation's rights and interests will be entrusted to a new and extended State Council. The two occupying Powers only reserve their approval to such stipulations in the proposals of the country's representatives as are required by war conditions.
