GERMANY EXPRESSES REGRET.
FUTURE PRECAUTIONS. Stockholm, Sept. 17. Germany has sent a note expressing regret at ths disagreeable issues raised through the Swedish Foreign Office transmitting telegrams from Bueno3 Ayres, also expressing regret that such telegrams had been sent. * ■The note points out that the Swedish Government did not know the content'. The German Government has now instructed all representatives in foreign countries to refuse any attempt to forcethem to reveal to Sweden the content? of code telegrams they may transmit.
