REGENERATING THE COUNTRY NEW REBUBLICS GIGANTIC TASK. GOVERNMENT confident of SUCCESS. Beuter Service, received Sept. 17, 11.30 p.m. Petrograd, Sept. 37. The Government has issued a strong manifesto announcing a republic. It says that the Korniloff revolt lias been suppressed, but that the State is still threatened by a mortal danger. The Government has therefore decided to buttress the shaken fabric of the State ,by the foundation of a republic. The first task of the Government is to reestablish order in the 'State, and regenerate the fighting capacity of the anny, with the co-operation of the whole living forces of the country. It is hoped the proclamation of the republic will clear the air. It is ex-" pected the next step .will be the dissolution of the Duma. Preparations are being made at Moscow to accommodate tlio Government offices in case of necessity. „
