WOMEN'S FRANCHISE. GERMANS AND AUSTRIANS /BARRED. Received Aug. 31, 1.55 a.m. Ottawa, Aug. 30. The Government lias decided to enfranchise women, with the exception of the wives of Germans and AustroIlunganans, whether naturalised or unmturalised. A COALITION HITCH. Received Aug. 30, 5.5 p.m. Ottawa, Aug. The Liberals stipulated that a condition as to the formation of a coalition Cabinet was that Sir R. Borden should resign the Premiership in Sir George Foster's favor. Sir R. Borden agreed, but the Conservatives met and refused • to accept Sir R. Borden's resignation on tany terms.
