ARGENTINE.
> GERMANY PLAUSIBLE. BUT CUNNING. ACTION OP UNITED STATES. Received Aug. 30, 5.5 p.m. Buenos Aires, Aug. 20. It is officially announced that Germany s note states that Germany is quite willing to acknowledge the dictates i of international law, and will endeavor to observe them; also, that the nay has received orders in agreement with this viewpoint. This action is regarded as indicating a change in the ruthless U-boat policy, which caused the United States and Brazil to enter the war. There is some suspicion that the move is intended to complicate the Argentine's situation with the Allies. The United states Senate has authorised an internal loan of 3'/_. million dollars, which is designed to terminate foreign domination of the Argentine's finances. WHY GERMANY CAVED IN. Received Aug. 30, 5.5 p.m. Washington, Aug. 29. The general opinion is that Germany has bowed to the Argentine for fear of endangering her vast commercial enterprises and adding another enemy. * Germany's note agrees to indemnifica-. tion for sinkings.
