COLOSSAL EXPENDITURE. Washington, Aug. 28. Advices from the Argentine slate that von Papcn is directing German espionage at Buenos Ay res. Estimates of the war expenditure for 1917-18 state that it will be 21 billions, Including 7 billions it is proposed to lend the Allies. At Yankton, South (Dakota, 30 Germans have been arrested for opposing the war draft. Mr. D'inieJs has aaked for a, vote of 050 million dollars for building destroyers, STRICTER CONTROL OF EXPORTS. Washington, Aug. 28. President Wilson has issued a proclamation extending export control to «li articles. He says that domestic needs must first be met, and afterwards sanction will be given for exports to neutrals, providing the enemy does not benefit directly or indirectly. PRESIDENT WILSON'S REPLY TO THE .POPE. Washington, Aug. 28. President WiUon's answer has been forwarded to the Pope. It is understood thai it rejects mediation at the present time.
