CHANGE OF TEMPER.
RUSSIANS PREPARING TO RESIST. Received July 30 8.23 p.m. London, July 30. Tho Daily Telegraph's Pctrograd correspondent says there are signs of a change in tlie temper of the retreating troops. Tin; panic is beginning to subside, and a. sense of shame is rising among the units which recently were iu headlong flight. They are now entrenching and preparing to resist tho enemy. There is every prospect of the satisfactory formation of a National Ministry.
