Received July £9, 5.3 p.®. iPetrojfrad, July IS. in view of thtf exceptional circumstances, the Government has ordered tl»« closing of the frontiers till August 14. Nobody without a diplomatic passport will be allowed to enter or leave Russia. Members of tho Government go to Moscow on Monday to attend a great national assembly of members of the Duma, municipalities, zemstvos, and executives of the Soldiers', Workmen's, .mil Peasants' Councils. It is anticipated that the conference will result in the complete reconstruction of the Cabinet, including a due proportion of bourgeoisie representatives.
