The executive of the Russian Workers' and Soldiers' Delegates has issued ft manifesto stating that great misfortunes are descending upon the country and the revolution owing to the serious defeats of the army opening a way for the enemy and increasing the general panic, besides preparing the soil for the poison seeds of a counter-revolution. Absence of discipline and efforts in meeting anarchy, and also open treachery, [facilitate the Hlndenburg offensive and [the terrible break in the Russian front. [The revolution and Russian freedom is endangered, as a strong bourgeoisie is already organising an attack in favor of 'the old regime. The Provisional Government is organising measures in order to defend and : strengthen the front, to carry out progressive and democratic social reforms, and to ruthlessly crush the counterrevolution. Tho Executive appeals for ! submission to authority during the fateful hour, so as to ensuro such results that the revolution will not perish.

Marcel Sutin says that unfortunately the loss of the whole of Bukovina Is threatened unless a superhuman and speedy effort is made to save Kolomea and Cernovitz with some thoroughly staunch divisions. Russia may save the situation as the Roumanians have gained a notable success between the Suaita and Pntna.
