RUSSIANS FORCED TO RETIRE EFFECT OF LOW MOEALE. ENEMY DRIVEN BACK ON THE ROUMANIAN FRONT. Admiralty.—Per Wirelew Press. • London, July 27. A Russian official report states: Eastward of Tarnopol we retired under pressure to the Gniebdicsno and Gnieza rivers. A superior enemy force, which penetrated our positions on the Gnieza river no;th-east of Trembola, developed on the north-east, and forced our retirement in the Trembola region. Our counter-attacks proved ineffective, owing to the low morale and reduced strength of the units. The enemy occupied Janov, Budzanov Mid Zvieniagz, on the west bank of the Sercth. Owing to the enemy's heavy and intense Are on the East bank we" have begun to relire eastwarn of the Sereth. Certain units continue their voluntary retirement, whist others are devotedly fulfilling their duty. Our retirement between the Sereth and the Dneister and between the Dneister and the Carpathians continues. We evacuated Nijnietiv and Teumaoe. The Roumanians and Russians nra pressing the retiring enemy westward of the Sucbitza river.

THE GERMAN VERSION. Received July 28, 12.5 a.m. London, July 27. A wireless German official report states: The Russians have given up the Carpathian front as far as Kirlibaba. FORLORN HOPE REGIMENTS. DEMONSTRATION FAVORING MONARCHY. London, July 38. The Petrograd correspondent of the Morning Post states that the latest bulletins give hope that the armies to the south are checking the German cavalry. The penetration of the German lines at VUna was evidently doe to ttie regiments composed of officers serving as privates In the hope of giving the armies la lead. THE KRONSTADT MUTINEERS. DRASTIC GOVERNMENT!: MEASURES. Petrograd, July 26. The Ministry of Marine has ordered the Commander-in-Chief of the Baltic fleet to to send at full speed four torpedo boats to Petrograd to act against the crowds of mutineers coining from Kronstadt. The Government is aware that the crews of some of the battleships in tho Baltic are largely composed of anarchists, who threaten to support the mutineers in the garrison at Kronstadt. The Ministry of Marine has therefore ordered that any warships attempting to leave Kronstadt must be torpedoed by the submarines on guard.

SUPPRESSING MUTINIES. Petrograd, July 26. The Government is suspending newspaper* which incite to disobedience of military orders and act 9 of violence. The editors will be tried.

A decree creates at the enemy front revolutionary court-martials, each composed of three officers and ttoeo privates, to deal with mutinies, disobedience and treachery. The Government is convoking a conference at Moscow of delegates of tbe principal representative bodies to coneider the country's position. The judiciary is taking measures to bring to justice tho organisers of the recant revolt.

•AIUJRK OF GERMAN MOVEMENT. Petrogrftd, July 26. The Nord and Sud Agency says that the German attempt to outflank General Korniloff has failed. The Russians ore slowly retreating, and the Germans are not attempting to develop actions in tbo northern and poster;* directions. General Korniloff occupies a more concentrated position which is good for defence.
