The Kaiser lias ordered that neutral ships ara to be treated us enemy ships when totally, or the greater part, owned by enemies, or when chartered by an enemy Government and sailing in the interests of enemy warfare. The Kaiser fay* this is in retaliation for the Allies' maritime regulations.
