FOOD SHORTAGE UNBEARABLE. Received July 18, 10.50 p.m. Rom,e July 18. Ecclesiastical sources in Turkey report that lalaat Pasha's resignation is due to his conviction that only a separate peace can save Turkey. The food shortage is unbearable, the army bread ration now being only four ounces. HOW THE CRISIS AROSE. Athens, July 17. The crisis at Constantinople originated from a violent quarrel between Talaat Bey and Enver I'asha. over t!ie latter's report concerning measures, the adoption of which lie considered to be urgent) in Turkey's military interests.
