THE ALLEGED CRISIS. PROBABLY A PEACE MOVE. Received July 13, 5.5 p.m. New York, July 12. The United Press correspondent at Washington quotes official diplomats who believe the Kaiser has, perhaps, created the crisis as part of his peace scheme. Senator Polk warned the nation not to enumerate the situation as dispatches coming to the State Department indicate that Zimmerman and Helfferich had been dropped. REPORTED RESIGNATION OF HOLLWEG. Amsterdam, July 12. The Vossiche Zeitung reports that Hen- von Bethmann-Hollweg has resigned. TROUBLE AVER CROWN COUNCIL. London, July 12.
