THE ALLEGED CRISIS. PROBABLY A PEACE MOVE. Received July 13, 5.5 p.m. New York, July 12. The United Press correspondent at Washington quotes official diplomats who believe the Kaiser has, perhaps, created the crisis as part of his peace scheme. Senator Polk warned the nation not to enumerate the situation as dispatches coming to the State Department indicate that Zimmerman and Helfferich had been dropped. REPORTED RESIGNATION OF HOLLWEG. Amsterdam, July 12. The Vossiche Zeitung reports that Hen- von Bethmann-Hollweg has resigned. TROUBLE AVER CROWN COUNCIL. London, July 12. The Rotterdam correspondent of the Daily Telegraph reports that the adjournment of the Reichstag on Herr ron Bethmann Hollweg refusjng to state what owurred in the Crown Council has created a sensation. Herr Batocki, the Food Dictator, in the Reichstag, admitted that the hopes of good vegetable crops had been totally disappointed.
