GERMANS CONCENTRATING. AGAINST ROUMANIA. Berne, July 10. Notwithstanding the Russian offensive in Galicia the Austro-Germans are ooncentra.ting large reinforcements on the Roumanian front, believing the real offensive will lie in the southerly sectors, where the Russians and Roumanians are in great strength. Much anxiety prevails in Germany and Austria, because a successful RussoRoumanian offensive might entail the loss of the Roumanian and Hungarian crops.
