EMBARGO ON EXPORTS. A rmAOTJC MEASURE; Received July 9, dI.K p.m. 'Washington, July 8. The embargo proclamation will come into effect on July 15. It is designed to conserve foodstuffs for the United States and to prevent food and other supplies reaching Germany through neutrals. The proclamation "prohibits the exportation to any part of the world, including allied countries, except by license of. the ißeparfment of Commerce. The articles afftaited include coal, petrol and other oils and fuels, ■wheat and other grains, flour, meals, fodder and other feeds, meats, fats, steel, iron, fertilizers, arms and ammunition. The law provides drastic penalties for violations, including forfeitures of the vessels carrying the forbidden exports unlicensed. EMBARGO ON WHEAT FOR • NEUTRALS. Received July 9, 6.U5 p.m. New Yark, July 8. President Wilson has issued a proclamation placing an immediate ernhargo upon .the export of wheat for neutrals.
JAPAN OFFERS SHIPS MXR TRANSPORTS. Reuter Service. Received July 10, 1.45 a.m. Vancouver, July, ft. It is stated in Administration circles at Washington that Japan is prepared to furnish the United States with half a million tons of shipping for transports. The plan is opposed in some quarters in Japan, fearing that it means the abandonment of Japanese shipping in the Pacific. .; ~.;,.;
