RESTORATION OF MONARCHY. "A SUICIDAL STEP." Shanghai, July 4, Leaders in the southern provinces have issued a manifesto refusing to recognise the Monarchy. London, July 4. The Morning Post's Tientsin correspondent states that .prominent men V -ink that the restoration of the monarchy is a suicidal step, and will not last three weeks. It is reported that the Emperor was conducted to the palace at three o'clock in the morning. Chang Hsiui's troops seven hours later were in possession of all strategic points in Peking, including the entrances to the President's -palace. The Emperor appointed Chang Hsun Premier, anil also appointed a new Cabinet composed of Manehus, and offered the President a Grand Dukedom. Troops are strongly guarding railway, telegraph, and post offices. Chang Hsun has forbidden the publication of newspapers for three days. The ex-Premier is still the strongest military leader in the north. The VicePresident and Military Governor of Shantung promised him support. Diplomatists warned the Imperialists that they would be held responsible for the safety of the President, the report of whose suicide was untrue.
