The Congress of Workmen's and Soldiers' delegates has addressed a strong message of encouragement to the armies engaged in the offensive. It describes them as organised on a democratic basis after being tempered in the fire of revolution and nohv vigorously struggling for freedom and general peace. The Provisional Government has issued a vigorous aippeal urging all citizens to mass as one man behind the army, which is fighting to safeguard the revolution and Russia's freedom. The Government 'has likewise sent a message to the army and navy. It urges the latter to emulate the army in saving the country from external danger, and to prove that the gift of freedom, which lias regenerated the army, is equally reinvigorating in the navy, inspiring it to new triumphs.
