RELATIONS WITH AMERICA. New York, July 2. The United 'Press correspondent, in Tokio states that Mochi Selki, the Opposition leader, suggested in the Diet that Japan should negotiate with the l/nitcd States for the exchange of the Philippines for the South Sea, Islands which Japan seized from Germany. He believed this would remove the causes of Japanese-American friction. Baron Motono replied that there was no cause for fear regarding AmericanJapanese relations, which showed a marked improvement.
