Austrian papers are protesting against Count dentin's assertion that the Constitution provides that peace is a matter solely for the Emperor's decision. The Socialists in the Reichsrath have tabled a conditional Reform Bill empowering the Reichsrath to assent to peace. Reater's correspondent at Berlin reports that it is officially stated that flindenburg and Geenral Ludendorff have arrived at the Austrian headquarters to confer. FOOD RIOTS AT DUISSELDORF. Amsterdam, July 2. It is semi-officially stated that women and youths pillaged the food shops at Dusseldorf. Many aliens, including Belgians and Russians, were arrested for participating in the attack. Several rioters <were eourt-martlalled and sentenced to six years' penal servitude. AUSTRIAN REVOLUTION UNLESS PEACE. Amsterdam, July 2. The Emperor Carl's statement that he is hi favor of peace as soon as possible Is due to the party leaders' urgent warning that there will be a revolution unlets peace is attained in 1017.
