CONSPIRACY TO RAISE COAL PRICES. New Yorlc, June 28. operators liave been arraigned on charges of conspiracy to fix prices. A letter produced in the effort to prove the agreement showed that it was proposed to increase the prices of coal supplied' to the British Admiralty from 3SO cents to five dollars. It is announced that the coal owners and the Defence Council have agreed that the maximum price of coal shall be operative from July 1. • LABOR AND PEAOE. Washington, June 2S. Monsigndr Cerretti conferred with Cardinal Gibbons. Tho former is leaving shortly for Italy, and bears important messages from Cardinal Gibbons to the Pope.
