The Daily Chronicle's Petrograd correspondent says civil war has again been averted. • The Leninites, seeking revenge for the humiliating defeat suffered at the All-Russia Congress of Workmen and Soldiers' Councils, spread alarmist rumors and raised cries of a counter revolution, and that a Cossack army wai coining. The Leninites called on soldiers and workmen to attend an armed demonstration against the Government. The congress discovered the plot, aftd strongly appealed to the workers and eoldiers to refrain from a demonstration. The congress moved motor lorries at 12 o'clock in the morning to Taurida p|lace for the sake of better telephoning facilities, and sat up all night long, maintaining contact with the Government, which had arranged with the commanders of the troops. Congress agents motored to the factories and barracks, and persuaded the workers and soldiers not to wreck tie revolution. They met with a friendly reception, and the danger passed.
