HOLLAND.
DEMOCRATISING THE 'CONSTITUTION. ■Received June 17, 5.5 p.m. London, June 17. The New York Times correspondent at the Hague states that democracy is fast gaining ground in Holland and the provincial Stages, which are electing the first Chamber to-day. It is proposed to revise the constitution, providing for universal suffrage, proportionate representation, and probably tke franchise for women.
