CREATION OF NEW STATES. EMPEROR KARL OPPOSED. • Paris, June 13. Some Austrian and German newspapers state that the reason the Emperor Karl refrained from taking the customary constitutional oath was that he was awaiting the preparation of a new constitution, whereunder five States are created, viz., Austria, Hungary, Wallachia, Jugoslavia, and Albania.
