CONFLICTING AUTHORITIES. Washington, June 12. Peking advices state that the President lias drawn a mandate for the dissolution of Parliament. The ActingPremier, Wu Ting Fang, refused to countersign the decree. His signature is necessary to make it effective. A dissolution would delay the declaration of war six months.
