EFFICIENCY BOAB'D B.ECOMMENDATIONS. By Telegraph.—Press Association Wellington, Last Night. A memorandum dealing with the proVision of labor for farmers has been issued to District Trustee Boards by the National Efficiency Board, pointing out the desirableness of ascertaining without loss of time what labor is required in connection with the conduct of agricultural and paßtoral work during the enwing twelve months, especially shearing, ploughing and harvesting. The Board requests inquiries to be made with a view to ascertaining what labor is available in the various branches, and what reduction of labor is likely to take place by the operation of the Military Service Act, and as to how far by co-operaation nr other means labor can be organised and requirements met. The Board states that a circular has been sent to all secondary schools, and a large proportion of the boards of governors have consented to decrease the duration of the spring holidays, and correspondingly the length of the summer holidays, so that a certain amount of boy labor will be available far assistance in shearing sheds and other operations during, the summer holidays. Farmers and stationholders desiring Buch assistance have to make it clear that accommodation will be provided and the number of boys desired. It will be necessary to satisfy the schoolmaster and parents of the boys that they) will bo properly looked after. The board states that a further matter for consideration is to ascertain how far the increase of stock may be carried in portions of districts, and 'the probability of other portions being overstocked. Also what feed is available for carrying stock through the winter, so that in a case of shortage in any place arrangements might be that stock from certain districts could be depastured from other districts where there is an excess of feed.
