REVOLUTION MOST SERIOUS DOWNFALL OP DEMOCRATIC GOVERNMENT, Received June 7, 5.5 p.m. Tokio, June 0. The American constitutional adviser, Mr. Willoughly, en route to the United States, declared that autocracy in China had apparently triumphed. It was evident the republic liad been practically destroyed. He declared the revolution was most serious. Militarists control the situation. The separation of northern and southern China and the establishment of separate Governments is expected. NO JAPANESE INTERFERENCE. Tokio, June 6. Japan will not interfere in China's domestic troubles. <TV Foreign Office has announced that Baron Motono's declaration, outlining a policy of non-interference in China's affairs, will be reiterated. i
