MR. BALFOUR WELCOMED. WAR IN LAST PHASE. Ottawa, May SO. Mr. Balfour was accorded a tremendous welcome at) the' Canadian Club at Montreal this afternoon. He said that tlie value of the great British Empire lay in the fact that its component parts were separated, yet united. It could not be measured by figures nor estimated by statistics. There was nothing more inspiring than the fact that the people living in the overseas Dominions enjoyed the same citizenship in the Empire as the man in Middlesex. • The War was in its last phase, and there was no need for. discouragement at the difficulties.
