WAR PROBLEMS.
EFFICIENCY BOARD RECOMMENDA TIONS SHELVED. (From Our Own Correspondent). Wellington, May 23. A statement has been published to the effect that the Government has not yet received reports from the National Efficiency Board regarding horse racing and the liquor trade in their relation to war problems. Tho Board, as a matter of fact, reported on the racing question a month ago, and it has taken'some preliminary action with regard to the liquor issue. A full recommendation on tho subject of liquor is now in course of preparation. The Efficiency Board has been a great deal more active and more courageous.in dealing with the problems placed before it than surface indications would show. But its recommendations seem to have stayed in the Cabinet room. The Board has made recommendations with regard to picture entertainments, agricultural shows and several other matters that have figured in discussions regarding war economies. The delay that has taken 'place in dealing with the Board's reports is.connected, so rumor has-.it, with .the' absence of the two party leaders. , _. " '
