Ribot explained that France did not wish for a policy of annexation, and even conceded a national ity policy to her enemies, but insisted on France's right to - claim compensation' tor the wrongs suffered in northern France, Serbia, Roumania, and elsewhere. France desired the restitution of lier stolen provinces, but did not wish to impose any penally on Germany. IN GERMANY'S GRIP. PROPOSAL FOR CLINCHING , BARGAIN.
