ROOSEVELT'S VOLUNTEERS. PRESIDENT'S REASON FOR VETO. A DIVISION TO BE SENT TO FRANCE. Eeeeived May 20, 5.5 p.m. Washington, May 19. President Wilson, in signing 'the Bill refusing Coolnel Roosevelt permission to raise volunteers, said the volunteers would seriously interfere with the carrying out of the chief and most immediately important purposes contemplated by legislation, and would contribute practically nothing to the strength of the Allied armies. He would he glad to send the ex-President, who had rendered most conspicuous public services, but this was no time to pay compliments. The husiness in hand was not dramatic, but of practical scientific definitcness. The War Department has announced that one division will be despatched to France as oson as practicable, under the leadership of General Pershing. THE NIAGARA FACTORY FIRE. £200,000 DAMAGE CAUSED. The first contingent of United States medical men for the front has arrived in Great Britain.
