attempted to settle what constitutional ' developments might be evolved on the question of perfecting the mechanism for considering Imperial and foreign affairs between the autonomous nations of the Imperial Commonwealth, that being reserved for a special conference, which is ; to be summoned as soon as possible after the war to re-adjust the constitutional relations of the Empire. He believed the proposal to perpetuate the Impenal Cabinet, including India, wjuM teommend itself to all the nations ot lie Empire.
