In the House of Common* Sir Edward Carson, Mrst Lord of the Admiralty, anIfcittttced -the following changes on the Board of 1 Admiralty. Admiral Sir John Jellicoe to have the additional title of Chief of the; Naval Staff. Vice-Admiral diver, the present Chief of Staff, will be I An aStdional member of the Board, with (hetitlflvofDeputy-Chief. Bear-Admiral ■ Daft, at present in charge of the antitutoharine department, will be an additional member of the Board with the tltto dr Assistant Chief. Bear-Admiral ' Halsey becomes Third Sea Lord, in succession to Vice-Admiral Tudor, who has been appointed Commander-in-Chief of' the China station. Sir Eric Geddes, the present Director-General of Transport,, ;» also *an additional member of the '' Board. ' Bear-Admiral TotMH becomes Fourth Sea Lord. ' Meanwhile the strengthening of the naval staff by (Officers transferred from active service continues. , Explaining the changes, Sir Edward 1 Carson said Government had a twofold object; Krst, to free the First Sea Lord and tfie heads of the naval staff as far as pOisible of the administrative Work and, Witt* enable them to concentrate on important issues relating to the naval conduct of the war; secondly, to l&engtfren the shipbuilding and production departments. The Admiralty is providing organisation similar to that supplied the army and munitions. .It is further intended to develop and utilise ' to tile test advantage the whole shipbuilding resources of the country, and as fat as possible concentrate the whole orgamsation under the one authority. Sir Erie Geddea is responsible for fulfilling shipbuilding requirements!; of the
Admiralty and War Office. The position df Minister for Shipping on the Board ironld 1m to keep in touch, with all ttefe The Admiralty would thus have an ' organisation similar to the Ministry of Munitions.
