NEUTRALITY IMPERATIVE. ' Madrid, April 30. Senor Maura, the Premier, while addressing a gathering of 20,000 people, emphasised Spain's muural affinity with England and France, but Britain's retention of Gibraltar had undermined Spain's independence. Germany had done nothing to deserve a rupture, and Spain must not, and could not, enter the war. METAL EXPORTS PROHIBITED. Received May 1, 10.30 p.m. Madrid, May 1. 'A decree prohibits the erport of all metals.
