A meeting of the Workmen's aiul SoldieiV Committee adopted by 32f> votes to 55 a resolution endorsing the Provincial Government's proclamation, which iho committee considers an important step towards the realisation of democratic principle in foreign policy, and declaring that the oliidal renunciation by all the Governments of ideas of territorial expansion would powerfully contribute to ending the war, but while the war continues the Russian democracy recognises that the disorganisation of the army and the mcj'cening of its lighting capacity would l)c disastrous to the country and liberty. The committee appeals to the people to concentrate their energies in assuring the army that the population will provide everything that is indispensable. The executive of the WorlcmcnV, and Soldiers' Committee emphatically denies the report that the Russian .Socialists sent delegates to any secret peace negotiations to Copenhagen or elsewhere, and declares that it lias not the least idea of such negotiations.
