The Press lureau states that the Woolwich Arsenal workers have sent the. following message to the munition workers in Russia:—"Comrades, now that you have overthrown autocracy, we know we will win. The English scheme suggests a judicial tribunal and conciliation tribunal to which disputes shall be submitted, the latter dealing wth questions unsuitable for legal handling. Lord Bryce, in a prefatory note, hopes the scheme will pave the way for postwar discussion how to deter aggressive Governments from war or make war less probable. Signatories will bo required not to declare war or prepare for hostilities under a definite period after the tribunal announces its awards, otherwise the league will collectively act against the aggressor.

Received April 13. 11 p.m. Dublin, April 13. The Irish Conference Committee suggested to Mr H. E. Duke that the Government issue an invitation to all parties for a Home Rule conference. Mr Duke's reply was sympathetic but noncommittal.
