STAGE-MANAGED TO CONCILIATE RUSSIA.
SOCIALISTS'' SPEECHES COPIOUSLY REPORTED.

There is a strong tendency in some quarters to regard the Reichstag debates as stage-managed, in order to conciliate Russia. It is pointed out that Socialist speeches have hitherto been strictly censored, but on this occasion were copiously reported.

MOVE AND COUXTERMOVE.
Berne, April 1. According to information from the German Socialist minority, Herr Suedekom and four leading members of the Socialist majority, after an interview with Herr von Bothmann-Holhveg, have gone to Stockholm to get m\p touch with Russian pacifists directly or indirectly. Advices from the same source state that the German Government has sent to Stockholm two influential Germans born in the Russian Baltic provinces to offer adherents to the old regime in Russia financial and other support for the purpose of a counter revolution with the view of reviving the autocracy.
Amsterdam, April I.' The Reichstag lias appointed a committee to consider constitutional questions including the Socialist demands regarding the franchise, winch is regarded as a sop to the Socialists.
BANK BALANCES FOR WAR LOAN,
Amsterdam, April 1. Tho German Government is inquiring into the extent of the balance, of every German bank with the view of compelling them to subscribe one-third of the balance to the War Loan.
